I just turned my internet connection off and it works fine now. I’ve never had this problem, so I’m not guaranteeing that this will work, they’re just theories. If all else fails, I recommend TDU2 Universal Launcher.

Why Windows 7? Because the game was released in 2011, Windows 7 was the latest version of Windows, so that might do the trick.

Run both UpLauncher.exe and TestDrive2.exe in Windows 7 Compatibility Mode. You should receive an error message saying that it needs to be launched from the UpLauncher. The reason that Steam says that it’s running is because the UpLauncher is running. I tried the steps above, without success. Please let me know if there's a way to fix it. Steam tells me that I'm running the game even though I am not. I don't know what type of error it is, but the game won't launch after pressing PLAY. Unless you have this latest patch version installed, online mode will not be possible.ĥ.
